The reduction in Distribution of Spam Act, dubbed RID Spam, introduced by Rep. Richard Burr, R-N.C., would bar commercial e-mail that does not permit the recipient to unsubscribe. Under the bill, an Internet service provider could sue offending spammers for up to $500,000. A federal court could triple that to $1.5 million if it determines the spammer knowingly violated the law.

The California Senate has approved a bill would make it illegal to send spam and lets consumers sue spammers for $500 per message.
